Government Authorizes Itself To Modify Budget

A new government decree has been published in the Hungarian Gazette, according to which the Hungarian government, citing the state of war, has authorised itself to rewrite the budget without the approval of Parliament.

According to the decree, the provisions of the law on public finances "on the preparation, structure and content of the central budget shall not apply to changes in the main revenue or expenditure headings of the central budget and to increases in the budget deficit, but the requirements of transparent and reasonable detail and the need to ensure that the draft fits the structure of the law on the central budget in accordance with these requirements" shall be ensured.
