Guidelines for Hungary's UN General Assembly Delegation

Hungary condemns Russia's military aggression, fully supports Ukraine's sovereignty and territorial integrity while urging negotiations towards sustainable peace and long-term security guarantees, according to the guidelines set for the Hungarian delegation participating in the 81st session of the United Nations General Assembly, published in the official gazette Magyar Közlöny.

According to the appendix to the resolution signed by Prime Minister Péter Magyar, the Hungarian delegation participating in the 81st session of the United Nations General Assembly is tasked with acting in accordance with the government's objectives and upholding Hungarian national interests.

Russia's behaviour poses a threat to Hungary, Europe and the global order, and also places the Hungarian minority living in Transcarpathia in serious danger, the document said, adding that the government supports all efforts aimed at initiating negotiations toward sustainable peace and long-term security guarantees.

The government called on the delegation to represent Hungary's position that the UN and its agencies should address the conflicts in the Middle East to the extent of their jurisdiction, and, regarding the issues on the agenda related to the war in Gaza, to represent the Hungarian position that the path to long-term peace lies in adhering to the Security Council resolutions, protecting civilians, respecting Israel's right to self-defence, disarming Hamas and improving the humanitarian situation in Gaza.

To achieve a long-term resolution of the Israel-Hezbollah conflict, it is also essential to protect the civilian population, recognise Israel's right to security, restore Lebanon's sovereignty and disarm Hezbollah, they said.

The delegation should represent Hungary's position on the Iranian conflict that instead of military escalation, the parties must resolve their disputes through negotiations, and that under no circumstances should Iran be allowed to acquire nuclear weapons, they said.

Closing of the Strait of Hormuz and paralysing maritime trade poses a global energy security risk, therefore, Hungary supports all efforts to restore the stability of the region, the document said.

The delegation should pay special attention to enforcing the Hungarian government's position on migration within the framework of the UN. It should also represent the position that border protection and the establishment of the rules governing residence within their territories fall within member states' national competence, and should highlight the direct security risks of migration.

The delegation should advocate for the functioning of the International Court of Justice and other generally recognised international dispute resolution bodies, and should take a stand against the politicisation of international legal and judicial forums in order to preserve their impartiality, the resolution said.
